Can the subscription fee be deducted from TAX income?

I want to know if it is possible to deduct the subscription from the tax income? I am not categoried as trader, just ordinary investor.

If you are not an active trader, you can deduct your subscription fees on Line 23 on Schedule A of Form 1040.

However, they are only deductible to the extent that your total Job Expenses and Certain Miscellaneous Deductions on Line 24 of Schedule A exceed 2% of your Adjusted Gross Income on Line 38 of Form 1040.
